One question. One truth.
“Do we need to settle full challan fine or this can be settled in some amount??”
Traffic challan fines under the Motor Vehicles Act, including the Rs. 10,000 penalty for 'WITHOUT VALID POLLUTION CERTIFICATE' issued in Delhi, must be paid in full unless contested in court or settled during special events like National Lok Adalat.

CURRENT STATE
The challan dated January 3, 2026, for Rs. 10,000 is currently payable online via the Parivahan portal or offline at police stations. If the challan status shows 'sent to court,' the offender must resolve it through the virtual court system by either paying the full fine or contesting it. National Lok Adalats held in March 2026 offer opportunities to settle pending challans, potentially with reduced amounts, but outside such events, full payment is required.
